Fighting dogs?

I need help here. I have two dogs westie. Both women. The oldest is 8. The other is 1. Zoey (the younger) has been here for almost a year. Recently they have begun fighting. Fighting viscious. The type of fight that leaves one or both bloodied. I can not find a common denominator. It seems as if one wrong look away. The other grunts and charge each other. Usually I take one before arriving in each other. Sometimes, as I have no idea putting them out. I understand all you need to be the alpha dog and the other needs to be the beta dog. Unfortunately, it seems they both want to be the alpha and that simply is not going to envirnment to establish peaceful coexistence. Has anyone who has been a way of socializing to two dogs or have any idea about what I do?
